Isaak Kalina graduated with honors from the Orenburg State Pedagogical Institute, majoring in Mathematics.
Since 1972, he worked as a teacher of mathematics, the head teacher and the director of the school.
In 1989 he transferred to the civil service, was appointed head of the department of education of the Industrial District of the city of Orenburg.
From 1996 to 2002, he was the head of the Main Education Department of the Orenburg region administration.
In 1998, he studied at the Russian Academy of Public Administration under the President of the Russian Federation and received a diploma (with honors) from a manager in the specialty "State and Municipal Management".
In 2003 - 2004, he worked as Deputy General Director of FSUE Publishing House "Prosveshchenie".
In 2004 - invited to the Ministry of Education and Science of the Russian Federation to the post of Director of the Department of State Policy in Education.
On September 11, 2007, by the order of the Prime Minister of the Russian Federation, he was appointed Deputy Minister of Education and Science of the Russian Federation.
During his time in the Ministry of Education and Science of the Russian Federation he participated in the development and implementation of the Priority National Project "Education", the Comprehensive Project for the Modernization of Education, the Federal State Educational Standards for General and Higher Professional Education of the New Generation.
